1. To coalesce the strengths of civil society organisations already engaged in good governance

Partnership with JDPC Calabar and Budget Transparency Accountability Network (BTAN) on anti-corruption radio program; working with Traditional Leaders on value re-orientation and building the capacity of CSOs on procurement monitoring and corruption risk assessment.
Partnership with government to train whistle blowers and with the State House of Assembly to enact Whistle Blowers Protection Law in Cross River State. VOCAL project hoped to act as a catalyst through the actions of anti-corruption vanguards, who themselves are members of civil society organisations, to evoke citizen interest, using existing anti-corruption laws in Cross River State, and building partnerships with existing anti-corruption institutions.
Establishment and maintenance of procurement compliance and transparency ranking portal for MDAs to channel whistle blowing information and improve transparency in the procurement process, while social media was used to educate the citizens on value reorientation.
Ensuring the full enforcement of the Cross River State procurement law at the end of 12 months.
2. 30 Members of BTAN had their capacities built on the procurement process and with the knowledge they learnt in the course of the training, engaged the procurement processes in some line ministries and agencies in Cross River State.
3. It gave the platform for duty bearers in the state to appear before the anti-corruption radio programme to throw more lights on what is happening in their ministries
4. It opened the door for collaboration with some government agencies like the Due Process Office and the State House of Assembly
5. It provided an opportunity to collaborate with the traditional rulers on the fight against corruption.
6. A transparency ranking portal was established for the purpose of ranking the observance of MDAs to the procurement process
7. An abridged version of anti-corruption laws in Cross River State was produced and distributed for citizens’ information and engagement.
